4) Create a Hue/Saturation adjustment layer (Layer > New Adjustment Layer > Hue/Saturation) and set it to:
Saturation: +12
5) Create a Colour Balance adjustment layer (Layer > New Adjustment Layer > Colour Balance) and set it to:
Midtones: -55 -18 -29

Midtones: -41 -33 +17
8) Create a Brightness/Contrast adjustment layer (Layer > New Adjustment Layer > Brightness/Contrast) and set it to:
Brightness: +5
Contrast: +15
9) Add the light texture by Graphic_sl above the base (and below the screen and soft light duplicates) and set it to screen. (I rotated it, erased some of it and duplicated it)
10) Paste this gradient by (?) into a new layer above the soft light and screen duplicates of the base (below the hue/saturation layer) and set it to soft light, opacity 19.
11) Paste this gradient by (?) into a new layer above the previous gradient and set it to lighten, opacity 26.
12) Add a large soft red circular brush onto a new layer above the light textures (and below the screen and soft light duplicates of the base) and set it to screen, opacity 57.
My layers look like this.
14) I added a black border, some text and a brush.
